Mims said she grabbed her kitten and evacuated her building.

A local reporter for ABC7 News, Alexis Smith, tweeted helicopter footage of the fire.

"I called my husband and I said, 'I saw the fire start. Our apartment won't be safe anymore.' I was crying a lot, I anxious".

"We were scared, because we weren't sure if it would spread or what would happen if the building came down", she said. Others have gone to family and friends.

The cause of the fire is under investigation. It is only after structural engineers and Cal/OSHA have deemed the building safe that arson investigators can comb through the wreckage.

"We were sleeping around 5 a.m. when we heard a woman screaming there was a fire across the street", she said.

The developer reportedly had a roving security patrol at Alta Waverly, but White was not sure if there was any security footage from the scene.

Officials say a fire is out after destroying an Oakland construction site.

Firefighters battled the blistering fire, which sent embers shooting onto a neighboring house.
